How do we get our employees to carpool?

Dear Helen:
We have preferential parking for our carpoolers. However, a high ranking individual, as well as a few other employees at our company, none of whom carpool, park in this area. The situation got so out of control a “car boot” was displayed in the lobby to warn offenders what would happen if they continued to abuse the parking privilege. It helped, but our company prides itself on attractive benefits and avoids heavy-handedness. What other incentives can we offer to encourage our employees to carpool?
Director of Operations

Dear Director:
Your problems, unfortunately, are not unique. Monitoring carpools can be difficult and time consuming. There are always individuals who feel they do not have to follow the rules. But don't throw the baby out with the bath water. Parking management can result in reduced parking needs, more spaces for clients, happy employees, and less congestion. Incentives could be added to sweeten the deal. You can hold monthly or quarterly drawings for your carpoolers. Prizes could be a half day off, gift certificates, or items such as T-shirts and coffee mugs. King County Metro has a Commuter Bonus Plus program that pays half the face value of vouchers redeemable for products or services at local businesses including REI, Firestone, AAA Washington, BP Oil, and the YMCA. These can be given to carpoolers every month as a company transportation benefit.

As for the member of your management team, I would put a little guilt trip on him. Explain how management cannot expect employees to be responsible if they themselves don't follow the rules.
