Parking plan teaches students value of HOV
With 483 full and part-time employees and an additional 6,745 students vying for fewer than 1,014 parking spaces, South Seattle Community College has taken an aggressive approach to promoting alternative commute options. Its commitment to increasing HOV use among employees and students has earned South Seattle Community College a 2002 Commuter Challenge Diamond Award for parking management.

Parking at South Seattle Community College is strictly by permit only for both employees and students. Parking fees are on a sliding scale based on number of hours worked by staff or number of credits taken by students. For students, the fee ranges from $13.75 - $41.25 per quarter with a $10 Transportation Management Fee for those taking 10 or more credits, while staff fees can be anywhere from $23.50 - $109.25 per quarter. Students and staff who carpool are eligible for reduced parking rates based on the frequency they carpool, and they also have access to priority parking spaces reserved for carpools. During the annual summer break, Employee Transportation Coordinator James Lewis reviews the parking situation and decides how many additional spots can be given to carpools in the next school year.

To help with the enforcement of parking policies, carpool parking is located in a parking lot monitored by an attendant. Permits are displayed in each participating carpool vehicle to assist with the monitoring process. As an added incentive, staff who carpool receive $35 in Commuter Bonus Plus Vouchers each quarter, which are redeemable at a variety of local businesses. The vouchers also are given to students and staff who bicycle or walk to campus.

For students and employees with access to transit, South Seattle Community College offers the Go-Pass for use on King County Metro buses, Sound Transit and the Sounder train. A free campus shuttle service also connects staff and students with the local park and ride, the nearby shopping district, and other points in the area, allowing them the freedom to run errands and shop during the day without the necessity of a car.

Employees and students are kept up to date on all their commute options via regular contact from Lewis. Aside from e-mails and new employee orientations, South Seattle Community College also uses a video titled “Take the High Road” to help in further marketing the school’s commute trip reduction program. The video was produced by the Seattle Community College District Office in 2002 with the help of an employer services grant and is shared by the three Seattle Community College campuses.

*Some definitions: An “ETC” is the staff-level employee transportation coordinator responsible for the daily administration of the transportation program; “PM” is the transportation program manager; and “CEO” refers to the top management-level person at the worksite. “SOV” stands for single-occupant vehicle, and “CTR” for commute trip reduction.
